The building was designed by the architects George Chakhava (Georgia's Deputy Minister of Highway Construction) and Zurab Jalaghania for the headquarters of the Ministry of Highway Construction of the Georgian SSR, like a reminiscent of El Lissitzky’s "Cloud Irons".
The building was acquired by the Bank of Georgia in 2007. From 2010 to 2011 it was restored and enlarged with a glass cube that is the new main entrance.
